IMO, if the local region requires something above and beyond National rules,
they must make allowances in their regional rules. (In meeting our regional
rule, you are allowed to break a National rule.) There should be no
conflict. You make your car legal for the event your at.

I like your idea and suggest it could easily be implemented at your regional
level. The only thing I would be careful about is that getting a clean bill
of health from this inspection does not make you un-touchable. The legality
would be in their *opinion*...I don't know of anyone who would go out on a
limb and guarantee your car is legal in all ways. There's lot's of stuff
that won't be checked. (You want them to tear down your motor?) Anyway,
for the major stuff, I think it's a great idea.
