Proposed SP steering wheel rule

Are there any members of the SPAC or SEB that would care to comment on
the reasoning behind the proposed rule change: "ITEM 10) Add to Section
14.2.E: 'Driver and front passenger airbags may be electrically disabled
but not removed'"

I'm curious as to why it was thought that this rule was needed?  My
initial take on it is this: why limit the steering wheel rule by not
allowing the removal of the stock steering wheel?  What this does, in
effect, is make it such that only older cars that didn't come with
airbags may now replace their steering wheel.  How does SP as a whole
benefit from handicapping newer cars (which, btw, have already replaced
their steering wheels under the longstanding rules)?

I can understand adding a section that allows for the disabling of the
passenger airbag, but why force people to keep the driver-side airbag if
it's already disabled?

Before anyone mentions it, the answer is: yes, I *do* plan on writing a
letter to the SEB with my comments on the proposed rule change.  I'd
just like to hear some of the background on the proposal first.
