You're right.
But guess what? Those conditions would ONLY apply to the big-dog
travelling pros in the televised series. Everything at the amateur club
level would be about the same as it is now, except there would be more
people there, meaning more sites, more funds available to the local club
to put on events.
Of course, the amateurs would lose bragging rights to being the best
autocrossers in the land. Maybe that's what you fear?
