Thanx for the suggestions about Apex & other Fuel Management systems.  I don't 
get it WHY do I need to do it.  It's stock LS engine w/Intake only.  My wife's 
94 GSR burns a little oil BUT her NOx was 120 & mine was 1990 (1370 is limit).  
GSR runs rich, tailpipe is filthy, nevertheless, she passed the emissions.

The car was put on dyno-sniffer right away after 10 miles of hwy run.  Could be 
the fact that cat sits about 16" away from the header's flange the PROBLEM?  I 
mean, the shorter the path of exhaust gases to the cat the sooner cat 
lights-up.  Should I:

   wrap my header & pipe to the cat
   move the cat right next to the header
   remove the crankcase ventilation tube & put a breather instead

I've included a small (51K) pic of what my header-cat combo looks like.
