This sounds kind of suspicious to me.  What data did he download?  OBD II
doesn't really store "data" as far as I know.  You can take a snapshot of
data, but only when the Tech 2 test tool is present to store it.  There may
possibly be a code for overrevving, I am not sure.   That must be what they
found.  If that is the case, on a C5 you can view and clear codes from the
instrument cluster.  No need for a test tool or battery disconnect.
