I think they actually work quite well.  You're car is classed with similar
performing cars; based both on engine power and handling ability.  From
there, any mods you make to the car will add points on.  The points then
determine what category you run in (Stock, Prepared, Modified or Race).  For
us, stock is truly stock.  To me, stock doesn't mean race rubber.

So no matter what, you're always competing against a similarly prepped car.

This is what I've been told.  I think what's more behind it, is that
Midwestern Council is the second largest amateur racing organization behind
the SCCA.  Would you want your closest competitor copying the rules you
worked so hard on?  I'm not sure if this is entirely true, but its what I've
been told.  SCCA might not care about independent clubs, but whole
sanctioning bodies it might go after.
