You're basically describing the difference between a moderated and an
un-moderated list.  Evolution-discussion is, right now, kind of a semi-moderated
list.  All moderated lists are better (IMHO) as long as the moderator maintains
interest and time.

Team.Net has been around for years, and rumors of its demise are probably
precipitate.
