Crown Victoria class?

We had a street tired 1995 Ford Crown Victoria show up at our last event
and didn't know where to class him.  Disregarding any mods it may have
had (ex-police cruiser) what class should he go in?  They couldn't find
it in the rule book and I can't find it at
http://www.best.com/~mouton/sccasolo/.  I know the catch all is SS but
shouldn't this be closer to HS?
