See page 85 of the 2000 rule book.

The 1000 car rule reads, "Cars not specifically listed in Stock Category
classes must have been produced in quantities of at least 1,000 in a
12-month period to be entered in the Stock Category."

Despite the common misperception, it does not read, "Cars must have been
produced in quantities of at least 1,000 in a 12-month period to be
 entered in the Stock Category."

In other words, if you want to slide a Jaguhonota Vr57 into some stock
class under a generic "Jaguhonota NOC" or a "Jaguhonota X-body" or a
"Jaguhonota X-cylinder" or an "all RWD pick-up trucks NOC" listing, you
better be darn sure that Jaguhonota made at least 1,000 Vr57s in a 12
 month period.

In contrast, if the SEB chooses to class a Jaguhonota Vr57 in X Stock, it
doesn't matter if there were 3 or 300,000 of them made--the SEB is
convinced it's a X Stock car, and that's where it goes. At least until
member input or performance results convince them otherwise. ( :
