So, in that case, would a small shock absorber be legal if it is mounted
between the engine and the body, just to control the engine roll?

That's the way I read it so I'd have to vote yes.  They specifically allow a
solid rod with spherical bearings on the ends so surely a non-solid (shock
absorber) rod would also be legal.  My Neon evne comes with one on the
bottom rear of the engine that they call  "bobble strut" and it is simply a
small shock absorber.  A particularly weak one mind you, but a shock
absorber none the less.

We shall indeed.  Especially since I'm going to upgrade my Neon to an
under-developed and utterly uncompetitive DSP car (cuz I can and I want to)
over the next winter and Mopar Performance sells a harder durometer rubber
front motor mount (looks identical to the factory piece in every way
including all stamped ID marks, except for the harder durometer rubber) for
the Neons for about $50.
