A front driver which has less of a willingness to lift a rear tire, such
as a Saturn, would benefit greatly from a larger rear bar. Any front
driver with NO rear bar (there are a bunch of them thrown into H Stock
because there's no place SLOWER for them to go, merely because they
don't handle worth anything) would benefit greatly from the addition of
a rear bar.
Conversely to what you said: If you don't feel that allowing a rear bar
change is going to effect anything, why NOT allow it? If nothing else,
it will allow people in non-competitive cars to have a more enjoyable
ride without entering the realm of SP.
A cheap, no factory rear bar havin' Saturn or <shudder> Neon would be a
lot more enjoyable to autocross if you could install that rear bar
without getting bumped out of Stock class.
