Under current weight-based rules for Prepared and Modified, Bill,
scales only come into play at Divisional-level or higher events.
Scales are not required at Regional-level events. If somebody
protests a Prepared or Modified car at the Regional-level, the Region
has to figure out how to weigh it. So I don't see anything different
for the SST Proposal.
