1995 Neon Highlines were available with:
13x5 wheels standard. 4x100 bolt pattern
14x5.5 wheels optional. 4x100 bolt pattern initially, 5x100 later.
This was a STAND ALONE option, and was also included in a few bundled
option packages. At some point in the model year(remember, Chrysler
started building these cars in January of 94), the 14 inch wheel cars got 5
bolt hubs and bigger brakes. Running change, probably around the normal
model year changeover.
I know all this trivia because a good friend who happens to work at a
dealer took an early 95 Highline in on trade a while back, and it had 14's
but with 4 bolt hubs, and we spent way too much time figuring out what
wheels were supposed to be on the car. We ended up finding an old option
list showing the 14's. He ended up buying it for the wholesale price (if he
didn't I was thinking about it), and running it locally in E Stock for a
few years.
Based on the options and running changes the wheel and brake possibilities
previously discussed are legit, since they all were available.
