National tour questions (newbie)

I am considering attending the National Tour in Evansville IN in July.

A couple of questions (remember - I'm a newbie, and the SCCA site is
woefully inadequate in this area).

1)  Is the national tour open to everyone (competition wise)
2)  Is there anywhere I can find out more about the national tour
logistics?
3)  If I can compete, should I?  It would be my 6th event ever (and 6th
this year ;-) ).  I don't mind getting whipped, I'm just curious if
novices are welcome?

Any other thoughts or advice appreciated.
