There's a website that has a brief overview of Street Touring (and
other) rules.  Go to http://www.moutons.org/sccasolo/ and click on
"Street Touring Class Rules."  Not sure if it's 100% word-for-word with
the rulebook (I haven't ordered mine yet), but it sounds pretty credible
to me.
