You don't have to be all-knowing -- you can simply talk to the
guys involved in the rules-writing process -- they're nice guys
and will tell you what their intent was.

Exactly.  And that's why the protests (rightly, IMO) failed.

True -- if you just read FasTrack and guess from there.  But there
_are_ other sources of information.
