        This argument has been bounced around in the past, and I think it boils
down to "is the fuel cut a factory implemented method of limiting
boost?". You can argue that fuel cut should be unrestricted as it is
part of the FI map and FI systems are unrestricted in SP. You can also
argue that it's (in the case of the aforementioned Talon) integral to
the intake system, and is also unrestricted under the SP rules. However,
I think the catching argument is written down in 14.10.C:

...Turbochargers may not be changed or modified. No changes are allowed
to waste gates, pressure sensors or their location, and to other
turbocharger or supercharger boost limiting systems.

        That's the catch I think. The rules state that no modifications are
allowed to any "boost limiting systems". If the fuel cut is intended to
function as a boost limiting device, then it falls under 14.10.C and is,
regrettably, untouchable.
