Does anyone know *specifically* why the 1999, California version of the
Miata is down 2 HP and 2 ft lbs of torque? I spoke to a guy at Mazda

yesterday and he said that he "beleived" (but wasn't positive) that it
was
due to different (milder) fuel and ignition curves programmed into the
ECU.
He also said that most SSB racers in California were buying 49-state
Miatas
due to the discrepancy. Does anyone know what monetary penalty the
State of
California imposes on you when you buy and register an out of state car?
