According to Hawker/Odyssey, it's possible that a "bad" charger can do long-
term damage to a battery. But in this case, it's clear that the problem is
the charger -- it doesn't generate high enough voltage to get the battery to
a full charge. Odyssey has detailed instructions on their web site for
evaluating the performance of a battery charger -- see
