Chris,
1) I have to make one comment here; If the rebuilder is not a specialist
in Alpine engines, he probably doesn't know how to rebuild an Alpine
engine properly, and I guess just stay away from them. I tell everyone
that these engines are simple in design, but they can very difficult to
rebuild properly. 
2) The 11 tooth drive gear on the camshaft, is from a 1725 5-main
engine. You have the 1600 3-main engine block w/late series V head. Was
the intent of the rebuilder to install & run the 1725 oil pump in your
1600? It is slightly larger capacity and new 1600 pumps are not
available. However, one can buy a rotor replacement kit from the UK. If
he did that, you can't run the tach drive because the 11 tooth oil pump
gear is too short. 
3) What did he do wrong? It's hard to say without seeing it up close. 
4) Where is this hole that he welded in? Try to explain exactly were it
is.
