Assuming you have a servo connected, this sounds like the culprit. If the 
servo valves are faulty, you end up in a situation where the Servo will 'not 
let go' after braking. 

T isolate this, disconnect the vaccum hose from the servo, and try the car 
without it. You'll need to plug the end of the hose to avoid idle problems.
