The bad news is that my swinging tach, which I presumed was from the low
volts, appears to be unrelated and not working right. Any thoughts? Can
these be fixed? I would have attributed it to the electronic Lumenition
points I have, but it always used to work fine.

Jay, I had a swinging tach so I bought another one and it works
fine. I would guess you need to look within the tach and not at the
voltage being supplied to it. My malfunctioning one looked better than
the ebay replacement so I swapped the guts from the new one and now have
a nice looking AND accurate tach. $25 fix
requiring no technical expertise.
