Yes, but there should be a small canister (the flame trap) immediately
between the oil filler neck and the hose.  It is connected with a short
(1.5-2") hose with a funky looking stock clamp on it.

The manual is correct.  The crankcase vent goes from the tappet cover
to the PCV valve on the manifold.  The other hole in the manifold is
for the brake booster and is what gives it boost utilizing vacuum from
the motor.

I say trust the manual on this.  Get the vent and PCV valve hooked up
properly.  If your problem remains you'll know it's something else.  If
your using CD150's, the most common cause of the idling you describe is
worn throttle shafts.  They don't need to be worn much to wreck the
idle.
