Thanks for the suggestions. I'll definitely check the diaphragms and dash-pot
oil! If I'm still looking for a solution after checking for leaks, torn
diaphragms, dash-pot oil, and float height -- then maybe i'll try putting the
dash-pots from my 1974 carbs in. I think you're right about it not having
anything to do with the turning.

Earlier carbs are not adjustable. You may want to convert to the adjustable
needles, or swap in the later carbs. You can set the height of the jet on
earlier Zeniths by pressing the jet in further, but this is a real hassle.
Heck, you might just try swapping the slides from the earlier carbs. I have not
tried this, but that would be simplest and make the conversion to adjustable
needles a snap.
Your "fuel starvation" issue sounds more like a torn diaphragm to me. I
suppose if your float height was off far enough, you might see this problem,
but I would expect it to be occurring in both directions as the jet is in the
middle of the float bowl. When inspecting the diaphragms, stretch them gently,
as you can have a pinhole or a tear that is not evident when the diaphragm is
relaxed.
You also should check your dashpot oil. If it is low you can get a "fuel
starvation" symptom as well.
