Its probably a safe bet that any car that she would buy in Africa would not
be equipped (emissions and safety) to be licensed or operated in the USA.
That said, has your sister contacted anyone at the US Embassy in Benin to
see if anyone who is leaving has a car for sale? In the late 60's my father
was in Japan working as a civilian for the US Defense Dept. There was a
regular turnover of staff and the usual custom was just to buy a car from
someone who was leaving and then sell it to another incoming staff member
when it was time for you to leave.
