Scuttle Questions

Hi All-

Couple of questions regarding the scuttle vent:

1.) When / if water comes in, where does the water go?  I have heard drain 
tubes alluded to, but I have not heard this discussed in any detail.

2.) What weather stripping adhesive do folks reccomend?  I have the flip-up 
door type of scuttle not the plastic grille.
