I figured it out... stupid PO!!! And yes, it was the ground to the column
only mine is the upper ground strap.
Dan Master is the KING!!!

I had the same weird problem... Using Dan Master's book (everybody needs
this one) I tracked the ground to the frame. Turned out the wire from the
bottom of the steering column to the frame was missing. Added that and the
horn now works with ignition on...
