 Bud---It's not terribly important for the vacuum retard to return the
timing "all of the way." Better to set the timing between 10 & 12 deg.
BTDC with the vacuum disconnected and plugged. Then reconnect the retard
to see where it brings the timing. The most you can get is about 14 deg.
of retard. If "perfect" this will take you from 10B to 4A.  10A is too
much retard anyway, and mileage and performance will suffer when the
retard is automatically canceled.

.....The rebuilt unit does retard the timing, but it isn't getting the
retard all the way to 10 ATDC. Closer to 5. I think the vacuum line may
be leaking. I plan on replacing it before putting the car on the road.
