Very likely some extra tenacious crud in the rad or the block itself and
pressure flushing the block would be a sensible measure. You could try a
proprietary cooling system flush-out too. Two years ago my Ferguson tractor
had a major limescale build-up at the back of #4 pot (remember, this is the
same engine as later found in TR's up to 4A) and I couldn't shift it. I
could see it and I could chip away at the top but no further down. Being a
cheapskate anyway and too idle to pull out the cylinder liners (I had a
ploughing match two days later) I replaced the head and all the other bits
and pieces and invested in several packs of kettle de-scaler in the local
supermarket. Then had a major water boiling session, tipped all the kettle
descaler in it, poured all that immediately into the engine and ran the
engine at high rpm with the fan removed for about 20 mins.
Then drained the system and reverse flushed it both the rad and the block.
The emerging crud defied description, 'Daisy' no longer boiled and the
ploughing match was fun as well.
