I faced the same dilemma a few years ago. Fix the
pinholed floorpans fast and relatively cheap without
resorting to welding.
As a "temporary" solution I decided to first put down
a layer of POR-15 and then I just fiberglassed over
them up to and along the edges to where you hit good
solid metal. A sound deadening blanket material on
top of that and I was good to go.
I was pleasantly surprised at the results and am still
pleased five years later. And I may get taken to task
for saying so but I'll probably live with this
solution for a long while to come.

pop-riveting in plastic panels to cover the hole.
Actually, that
stop-gap
works well for now; but it's not a bona-fide fix. I'm
concerned about
future
rot damaging the floor's stressed edge structure.

(thread/book/article/webpage) for
ideas on
how to *inexpensively* repair (pause for laughter to
abate...) the
footwell
portion of the floorboards?
