Scot,
You don't say how much mileage you put on the car before having it
inspected. I could offer a guess that the 2-year-old fuel in the tank has
changed during storage. The more volatile components may have escaped in
the interim and what you've got now is gas that doesn't burn as cleanly.
I'd recommend a tank of fresh fuel and some spirited driving to clean
things up, then have another go with the inspectors.
Anyone remember what an "Italian tune-up" is?
