I just completed a renovation on my '73 and ran into the same thing. I used
machine screws and nylon lock nuts on the rear mounting screws that I could
get to and I taped the front mounting hole and used machine screws in the
taped holes. I used an old bike tire and cut some gaskets to go between the
rack and the body. Worked for me.

This is probably a naive question, but is there a way to use machine screws
and nuts, instead of sheet metal screws to hold the luggage rack on? On my
'74 TR6, it looks like the holes for the machine screws are blind holes,
and I don't see a way to get a nut to the other side, but I thought I'd
ask. I've considered the threaded inserts that go in like a pop rivet, but
don't have them or the tool.
