Steve,

A friend of mine recently had a similar problem with a completely rebuilt 
engine where the end float was non existent and he was unable to install the 
cam locating plate.  After discussing the problem with an old triumph racer 
(thanks Ed Diehl) it was discovered that the new freeze plug type thingy 
(nomenclature for this item unknown to me) at the rear of the cam in the engine 
block had been driven into the block too far.  This item is the freeze plug 
that seals the engine block at the rear end of the cam.  The solution, so 
simple it was frightening, was to gently tap on the front end of the cam 
thereby pushing the "freeze plug thingy' out a bit so that the locating plate 
could be installed with the proper clearance.  If your engine was recently 
rebuilt, hot tanked and etc, this may be your problem.
