Peter---Unfortunately, the front of the block is not a highly machined
surface. Bolting up the cam plate to this surface when engaged in the
cam slot can sometimes bind the cam, as you found out. There are at
least two choices here. Machine or file down the cam plate to where it
will fit and give the cam proper running clearance.

 OR bolt the cam plate in place with various thicknesses of feeler
blades under the appropriate corner. When you find out the thickness
required to 'square up' the front of the block, cut some shim stock to
replace the feeler blades. As you know, the keeper plate itself doesn't
turn, so the material used for the shim stock isn't too important, being
that it will be locked into place. (You can even cut up that aluminum
beer can sitting on the workbench. The sides being around .004)
