I'm not a qualified engineer in the matter, but the step bore is related
to the proportioning. However, for you concours folks out there - the
factory used to put a plastic band (my '74 was red) on the MC unit that
had a bunch of numbers on it... kind of like a "DYMO" label maker. One set
of numbers said "60/40" or something like that.

That was the built in bias in the MC.

In order to figure out what the "real bias" was, you need to calculate the
volumes of the MC and calipers/wheel cylinders to get the basic hydraulic
pressures asserted, but don't forget that disk brakes are way more
efficient than band brakes (ostensibly due to the amount of swept area),
so just tossing some disks on the back will probably lead to some
interesting "tail happy" driving experiences without doing some "dialing
in" of the bias.

Wow - that's a run-on sentence!

At any rate, yes, the MC does the hydraulic biasing/proportioning in your
car.

As a general matter of interest to the list - the "step bore" in your
stock MC is the primary reason than Apple Hydraulics charges $10 more for
the re-sleeving job.
