Tom---Welcome to the List!
 Your best bet to pass emissions is with the ZS carbs. Neither the SU or
Weber carb was designed for the late model TR6, and it would be
difficult to sort out what would be needed to get either of the latter
to comply. 

You might be able to get someone to simply adjust your ZS' to get the
proper air/fuel mix. Whoever does this would need a gas analyser to do
the job without guessing. Only if this method fails would I suggest a
carb rebuild.  It would help to know how far out both the CO and HC
readings were from passing. The Smog Test station who gives certificates
for compliance would have this info after checking your engine.

After you get it to pass emissions, write back and we'll go to work on
the "underpowered" bit, if it still exists.
