Conv top velcro and broken rivets

Hi all,
Car is running great and all is well. I have a question on my convertible
top. The fabric to which the velcro strip is attached is torn on one side.
Can this be fixed (I'm assuming the fabric rotted), or should I plan on
replacing my top maybe this winter? 

Also, I need to replace a couple of snaps along the back edge of the boot
for my tonneau and boot covers. The rivets are broken. Is this a simple
installation?
