Hi Bob,
I recently have had the same problem. It turned out to be a kink in the
washer hose up above the heater.
One easy way to check for a blockage is to simply take the pipe off the
pump and see if you can blow through it. If you can't, the answer is
simple, it's blocked. If you can blow through it, you may find you have a
kink in pipe as I did or, try your squirter with the pipe off to make sure
the pump is pumping.
