[Vintage-race] Unique Magnesium Wheel -- Help ID it?

This was presented to me as a Lotus Wobbly Web wheel which it obviously is
not...  It does look to be magnesium, and maybe even old (unfortunately
apparently freshly painted). I'm told it's 14.5 x 7 inches with a 3 and 7/8
inch PCD
