recognition forms

Thanks to those who pointed me in the right direction to get these
"recognition forms", but I'm still a  little curious as to how these came
about and what they were used for? I'm sure most of you already know... but
as a "rookie", I'm interested in how this stuff all works.   Are they merely
a list of original equipment for specific cars, or technical sheets or...?
