It's more likely they can be remanufactured, and probably at a reasonable 
cost. There's a company in the mid-west US that specializes in brake stuff. 
No web site, but try:

I wouldn't bother trying to sleeve one when the whole thing can be made
at a reasonable cost. I know Coleman does remanufacture one-piece disc
brake rotors, and I think they can do drums as well. They don't do the
Aluminum lined variety I was asking about, AFAIK.
