help changing tires

Is changing 450x19 tires on wire wheels a do-it-yourself project? I'm
under the impression that the modern tire changing equipment won't work
on those wheels? It used to be common enough around here (I'm in the
USA-Louisville, KY.) to get this done, but the last time I had tires put
on wire wheels was years ago.
What do I do?
