Watkins Glen auto race museum

What's the skinny on the auto race library proposed (under
construction?) for the town of Watkins Glen? I saw a few paragraphs
somewhere last fall, but.....what does the governing board want to do,
etc., and where's the support coming from? Are items/collections
welcome? Will there be electronic access?
