Bringing cars into the states. I am glad the topic was brought up.  Call me 
simple minded but why can't a person take the position that they are not
importing a CAR for the public highway, but rather, are shipping a piece
of art, or a collector piece.  I got to thinking about this as I was
discussing these vintage museum pieces and cars. 

 DOT and EPA are concerned about what goes on the road and it's
safety.  So why would they need to get involved with a piece of art, or
piece of metal (car), which won't be driven on the road?  Of course to
get the car in, I would state that I did not have any intentions of putting it
on the road.  I may chose to change my mind a year later when it sits in
my garage!.

My point is that EPA and DOT SHOULD NOT get involved what-so-ever if
you are not trying to register the vehicle for the road. When do they get
involved with an import car? Do they inspect all the Formula 1 cars when
they come over a race?  I don't think so.  Of course this is only my
thoughts and have no basis in fact.  But if it isn't this way, it should be!!
