Use brake cleaner to clean up the brake fluid.  This will also take up most of
the damaged paint.  wire brush or sand any rusted areas. Then use Permatex
rust inhibiting primer on the affected area. This is a much cheaper
alternative than POR 15.  After the primer has dried you can paint with a
rattle can. It has worked well for me.
