TR4 rpms dropping

Hi,

My TR4 rpms drop by about 600 whenever I come to a hard stop or stop heading
downhill. Otherwise the car runs great. I have checked the timing, adjusted
the carbs, checked the dashpot levels, and disconnected the vacuum advance
temporarily. Any other thoughts?
