fuse unit

The fuse unit on my TR4 project has 4 fuses. I am confused, the diagram says 2 
in the unit and one in-line for the horns.

A spare harness came with the car and its unit has just the expected 2 fuses.

Is this 4 fuse unit from some other Triumph or aftermarket?

It also has a black wire that connects two spade connectors on the front of 
the unit.

What is going on?
