Certainly there are ridge reamers you can use with the sleeves out of
the block. I have one in my shop cabinet. The reason your machinist
want the sleeves in the block is because he uses a large machine the
moves the block around for positioning. The smaller kind of reamer is a
hand tool that expands inside the cylnder and is self centering.
