Without knowing more history, I would guess that both headlights are
connected to the harness backwards. It could be the wire to the high beam
indicator connected to the wrong terminal at the dimmer switch, but IMO the
connectors just behind the horns are more likely.
The high beams should be blue with white wires in the harness, the low beams
blue with red. The wires from the connectors near the horns into the
headlamp buckets should follow this scheme, but many don't.
