maybe your TR4 wiper spindles and rack is all dried up and sticking? Have you 
tried pulling on the rack cable (detached motor) to see if it complies with 
the Factory Specs, ie: "no more than 6 lbs of force should be required to 
operate the wiper arms".
When I removed my two rack 'gear boxes' (that operate the spindles) they were 
so dried up I could barely turn them - yet my wipers still worked ..but 
slowly. After dismantling and lubricating -they operate with ease.
It might be time to 'get into it' and remove your spindle boxes and clean and 
lubricate all.

I am in need of replacing the wiper motor on my TR4, It seems to like blowing
fuses. It is a Lucas DR3a. I tried a rebuild but the problem since it still
blows fuses seems to be in the armature. So options available are a new
armiture if it can be found, a new one that is rebuilt by someone else or
another core to rebuild.
So some questions
Are there any other wiper motors out there that will work?
Is the Lucas DR3a the propper one?
Am I looking at the right place as the fuse blows only when the wiper motor is
turned on. nothing else causes it.
